Welcome to the Durham Regional Police Services Bid Opportunities Portal

Durham Regional Police Service (DRPS) is committed to conducting procurement activities in an open, fair, transparent, and competitive manner while ensuring responsible stewardship of public funds.

This portal provides suppliers with convenient access to DRPS procurement opportunities, including Request for Proposals (RFPs), Request for Quotations (RFQs), Invitations to Tender (ITTs), and other competitive bid opportunities.

Register as a Vendor

To participate in DRPS procurement opportunities, suppliers must create a vendor account through the Bids & Tenders platform.

By registering an account, vendors can:

• View and download bid opportunities.
• Select commodity codes relevant to their products and services.
• Receive automatic email notifications when opportunities matching their selected commodity codes are posted.
• Submit bids electronically through the portal.

Vendors are solely responsible for ensuring their account information remains current and accurate.

How to Participate

Create a vendor account.

1. Select applicable commodity codes.
2. Review current bid opportunities.
3. Register as a plan taker where applicable.
4. Submit bids electronically before the closing date and time.

Please refer to the Status column below to determine whether an opportunity is Open, Closed, or Awarded.

Notice of Participation in Cooperative Purchasing Initiatives

In accordance with applicable procurement legislation and procurement best practices, DRPS intends to participate in or access cooperative procurement opportunities established by public sector buying groups and shared purchasing organizations.

DRPS may participate in procurement opportunities conducted by: 

• Police Cooperative Purchasing Group (PCPG)
• Ontario Education Collaborative Marketplace (OECM) 
• Supply Ontario
• Canoe Procurement Group of Canada
• Other municipal, provincial, public-sector, and cooperative purchasing organizations where permitted by applicable legislation and policies.

Participation in cooperative procurements supports operational efficiency, value for money, and procurement compliance while reducing duplication of effort.

This approach aligns with procurement practices commonly used by other Ontario police services and public sector organizations.

Trade Tariff Mitigation

In order to support Canadian companies and Canadian jobs, while developing longer term alternatives to diversify our supply chain, DRPS has implemented measures which may restrict contract awards to certain U.S.-based businesses.

Language will be incorporated into our bid documents, where applicable.

For these purposes, a “U.S. Business” means a supplier, manufacturer or distributor of any business structure (includes a sole proprietorship, corporation or other business structure) that:

1. has its headquarters or main office located in the United States, and 
2. has no full-time employees in Canada at the time of the applicable procurement process.

Subsidiaries would be considered to have their headquarters or main office located in the United States where the business that controls them (its parent company) has its headquarters or main office in the United States .

Where applicable, suppliers will be required to certify compliance with bid eligibility requirements contained within the solicitation documents.
